SEALED RECORDS

Usually in reference to criminal records and especially those involving juvenile crime so that the files can only be examined pursuant to a court order. Records are usually sealed so as not to significantly mar the reputation and affect the life of a juvenile preventing them from becoming a productive adult member of society.
