Usually refers to a legal standard which determines whether a statute passes constitutional muster. A statute must have a reasonable connection to achieving a legitimate state or federal objective. When statutes may deprive persons of their constitutional rights, the statute must pass a more stringent test of strict scrutiny (and also see intermediate scrutiny.)
