TIE

An equal number of points, votes or credits on opposing sides resulting in no winner.

(verb) – v. To bind. “The parson is not tied to find the parish clerk.”

(noun) – When, at an election, neither candidate receives a majority of the votes cast, but each has the same number, there is said to be a “tie.” So when the number of votes cast in favor of any measure, in a legislative or deliberative body, is equal to the number cast against it.
