Freedom from sickness or suffering. The right to the enjoyment of health is a subdivision of the right of personal security, one of the absolute rights of persons. 1 Bl. Comm. 129, 134. As one of the objects of the police power of the state, the “public health” means the prevailingly healthful or sanitary condition of the general body of people or the community in mass, and the absence of any general or widespread disease or cause of mortality.
